With its high quality of life, vibrant culture, and affordable costs, Panama is emerging as a hotspot for expats and investors. The country rivals many of its Latin American peers in terms of economic growth, infrastructure development and stability. What’s more, Panama offers various visa routes through which foreigners can obtain a residency permit.
Along with the obvious lifestyle factors, Panama offers some unique tax incentives. Regardless of the residency program, visa holders only pay tax on income generated inside Panama, and tax rates are much lower than in many other countries.
According to recent market data, residential property in Panama City typically averages around $1,800 to $2,600 per square metre, depending on location and property type. To put this in perspective, for one property in London or Miami, you can often buy three or four properties of comparable size in Panama’s capital.
Whether you’re seeking a new life abroad or a smart investment, there are several routes you can go down to obtain residency in Panama and unlock all the benefits that come with it. Let’s run through the options.
Friendly Nations Visa
Panama’s Friendly Nations Visa is the country’s most popular route to residency. The program is open to foreigners from around 50 countries which maintain strong economic ties with Panama, such as the US, Canada, the UK, Ireland, France, Germany, Portugal and many more. These nationalities can obtain a temporary residence permit, which lasts two years. Following this term of provisional residency, visa holders can apply for permanent residency in Panama.
Applicants may qualify by demonstrating economic ties through one of three routes: real estate investment (typically a minimum of $200,000), a local employment contract, or a fixed-term bank deposit.
Applications can take between 3 and 12 months to be processed. Visa holders can apply for a work permit and tax residency, as well as Panamanian citizenship after five years of permanent residency.
Qualified Investor Permanent Resident Program
In October 2020, the Panamanian government launched the Qualified Investor Program to encourage foreign investment and boost economic growth. This now-popular route to residency grants foreign investors the right to live and work in Panama. But how does it differ from the Friendly Nations Visa? The clue is in the name.
The Qualified Investor Permanent Resident Program is designed to provide a faster pathway to permanent residency, with expedited processing times compared to other visa routes. It is well-suited to global investors seeking permanent resident status from the outset.
To qualify, applicants must make a minimum real estate investment of $300,000; invest $500,000 in securities through the Stock Exchange of Panama, or deposit $750,000 with an accredited Panamanian bank.

The Panamanian government set the real estate investment threshold at $300,000 for the first two years of the program, intending to raise it to $500,000 in October 2022. However, the incentive remains active until October 2026. This means investors have a limited window of opportunity to secure the visa while this investment threshold remains low.
Whatever option you choose, the investment must be held for at least five years. After five years of legal residency, there is an opportunity to apply for citizenship.
Reforestation Visa
Panama also offers residency pathways linked to approved reforestation and sustainable forestry investment projects under its environmental and investment incentive frameworks.
Depending on the structure of the approved project, investors may be eligible for a residency pathway through qualifying investment thresholds, with higher investment levels typically offering a more direct route to long-term residency status.
Certain tax incentives may apply to approved reforestation activities under Panamanian law, some of which have been reported to extend up to 25 years.
Retirement and Pensionado Program
Panama also offers the Pensionado Program, a long-established residency pathway designed for retirees and pensioners with a guaranteed lifetime income.
International Living, a world-leading resource on retirement and living abroad, said:
Panama has put together the most appealing program of special benefits for retirees you’ll find anywhere in the world today…
To qualify, applicants must demonstrate a monthly pension of at least $1,000, plus $250 for each dependent.
The program is widely regarded as one of the more accessible retirement residency schemes globally and offers a range of statutory benefits, including discounts on healthcare services, transportation, entertainment, utilities, and selected travel-related services.
Beyond the program itself, Panama is often chosen by retirees for its warm climate, established expat communities, and relatively low cost of living compared to many North American and European cities.
Short Stay Visa for Remote Workers

In the early 2020s, the country created a digital nomad visa for those looking to live and work remotely in Panama. It was one of the first nations to respond to the rise of remote working, triggered by the COVID-19 pandemic. Many countries have followed suit in offering a visa specifically for remote workers, such as Portugal, Spain, Dubai, Brazil, Ecuador, the Bahamas, and many more.
To be eligible for Panama’s Short Stay Visa for Remote Workers, you must show annual earnings of at least $36,000. Applicants must also have travel insurance covering Panama. Digital nomads can stay in the country for an initial period of 9 months, with the possibility for renewal.
The program is designed for individuals working remotely for foreign employers or clients, rather than participating in the local labour market.
To conclude, there are a number of pathways to obtaining a residency permit in Panama. The right visa for you will depend on your personal circumstances, lifestyle preferences, and investment goals.
Whichever route you decide to go down, you can look forward to a high quality of life combined with attractive tax benefits and strong investment potential in one of the world’s most alluring expat destinations.
